Seems likely that no-one here in the Apple Support Community could answer yes or no for you.
Apple seldom announces what it will do ahead of time, and the latest AirPods Pro 2 hearing health features require approval from the local government authorities before they can be released in that country. You may want to ask the corresponding authority in Russia about approval for use.
(Eg In USA it is the Food and Drug Administration (FDA),
in Australia it is the Therapeutic Goods Administration (TGA) that gave approval)
Countries on the list you mention (link below) are those whose appropriate government authorities have approved the hearing health features use in that country.

The list keeps growing as countries give approval, and features are released by Apple.

Your AirPods Pro 2 would already have access to the various hearing assistance features that were released prior to the hearing-aid heath features that require authorisation.
